Public Sector Supply

Transparent, competitive, well documented

We are interested in participating in public procurement processes that are open, competitive and assessed against clear technical criteria.

Our interest

Competing on specification, evidence and delivery

Public buyers need suppliers who can meet the specification as written, prove it with documentation and deliver as promised. That is the standard we intend to work to when we consider a public-sector opportunity.

We will only bid where we can meet the requirement and the obligations that come with it, and we will say so openly if we cannot.

Important. Upscale Malta is an emerging private business. We do not hold government contracts, and nothing on this website implies endorsement, accreditation or preferred-supplier status by the Government of Malta or any public body.
How we would approach a tender

Four pillars of responsible public supply

01

Technical specifications

Reading the tender specification line by line, identifying compliance requirements and confirming whether a product can meet each one before committing to a bid.

  • Specification-to-product compliance matrix
  • Clarification questions raised within the published deadlines
02

Documentation

Assembling the technical datasheets, declarations, certificates and test reports that a contracting authority expects, organised so that evaluators can check them quickly.

  • Indexed document pack for each submission
  • Clear status on any document still being obtained
03

Quality assurance

Sampling, inspection and acceptance steps agreed with the buyer, with the manufacturer's quality documentation reviewed before goods are shipped.

  • Pre-shipment review of the supplier's quality records
  • Inspection on receipt, with discrepancies logged
04

Responsible sourcing

Preference for manufacturers that can evidence their labour, environmental and product-safety practices, and a clear record of where each product originates.

  • Supplier questionnaire covering responsible practices
  • Traceability of origin and batch information where available
Areas of interest

Where we expect to focus

We are initially interested in consumables and supplies where specifications are well defined and where documentation is central to the award decision.

  • Packaging and waste-management supplies
  • Cleaning and hygiene consumables
  • Workwear and protective clothing
  • Office, facilities and hospitality supplies
  • Logistics and distribution coordination

Our conduct in public procurement

  • We follow the published rules of each process and its deadlines.
  • We do not seek to influence evaluators outside the formal channels.
  • We will declare any conflict of interest or relationship that the process requires.
  • Where we are unsuccessful, we welcome feedback that helps us improve.
